Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick are also expected to participate alongside SEC Chairman Paul Atkins and CFTC Chairman Mike Selig.
The August 19 meeting is being viewed as a small-group precursor to the CFTC's Innovation Advisory Committee inaugural session on August 20, titled Crypto's Regulatory Evolution: From Uncertainty to Clarity. Executives from Andreessen Horowitz, Chainlink, Paradigm, and the Digital Chamber are also on the attendee list, with NYSE and Nasdaq representatives invited as well. The gathering arrives as the CLARITY Act faces a pivotal Senate cloture vote on September 15, with Republicans needing at least seven Democratic votes to clear the 60-vote threshold, and market prediction platforms putting passage odds at roughly 17% to 19%.
UBS Nearly Quadruples Its BlackRock Bitcoin ETF Stake
On the institutional front, Bitcoin Magazine reported that Swiss banking giant UBS disclosed in a Form 13F filing with the SEC on August 13 that it held approximately 2.5 million shares of BlackRock's iShares Bitcoin Trust (IBIT) as of June 30, bringing its total Bitcoin ETF exposure to roughly $90 million. That figure marks a 230% increase in value and a 355% jump in share count compared to the roughly 549,000 shares worth about $27 million UBS held at year-end 2025. BlackRock's IBIT currently holds $47.3B in assets under management, making it the largest crypto ETF on the market.
The position remains less than 0.02% of UBS's $7.3T in group invested assets, and the filing does not specify whether the shares represent UBS's own capital or client holdings. Still, the move carries symbolic weight: it signals that Bitcoin ETF exposure has cleared UBS's legal, compliance, and product-shelf review processes, potentially giving other traditional banks a compliance template to follow. Separately, crypto.news noted that $390 million in weekly ETF outflows weighed on broader market sentiment heading into the new week, keeping Bitcoin range-bound between roughly $62,300 and $64,000 as traders awaited a fresh catalyst from Washington or a shift in institutional demand.
