Bitcoin Slips, SEC Stalls Startup Rules, and Edelman Bets Big on BTC ETF

Bitcoin fell to around $62,822 on August 14 as weaker-than-expected U.S. retail sales and slumping consumer confidence rattled risk assets broadly. The total crypto market cap dropped 0.62% to $2.24 trillion on the day, with Ethereum and Solana also posting losses as traders grew cautious ahead of any new Federal Reserve signals.

On the regulatory front, the SEC unexpectedly canceled its scheduled vote on new crypto startup rules, citing scheduling issues. The abrupt postponement follows the U.S. Senate's departure for a five-week August recess without holding a floor vote on the Digital Asset Market Clarity Act, leaving capital-raising exemption proposals championed by SEC Chair Paul Atkins in limbo. Atkins had outlined plans for a startup exemption giving entrepreneurs a finite window to build decentralized networks without triggering full registration requirements, as well as an innovation exemption for firms experimenting with blockchain-based securities.

Institutional Money Keeps Flowing Into Bitcoin ETFs

Despite the regulatory fog, institutional appetite for Bitcoin exposure showed no signs of cooling. Edelman Financial Engines disclosed a $34 million Bitcoin ETF stake in its Q2 2026 13F filing, a position now larger than the firm's holding in Amazon. The disclosure underscores how mainstream wealth managers are increasingly treating spot Bitcoin ETFs as core portfolio allocations rather than speculative side bets.

Also in the Binance ecosystem, the exchange announced it will halt all transaction processing for HTX and 10 additional cryptocurrency trading platforms beginning August 23. The move follows the European Union's 21st sanctions package against Russia, which targeted 14 crypto service providers for sanctions evasion, and Binance's earlier August 7 block of Shelbit and Aban Tether Exchange after the U.S. Treasury sanctioned both platforms for ties to Iranian financial networks. The escalating sanctions sweep signals that compliance pressure on centralized exchanges is intensifying on multiple fronts simultaneously.
