The looming vote on the crypto market structure bill known as the Clarity Act is shaping up as a critical test for an industry that has spent years pushing Washington for clearer rules around digital assets, with many now resigned that the bill is effectively dead in 2026.

At the same time, Federal Reserve policy is rattling prices. Bitcoin drifted from the low $80,000s down into the high $70,000s over the weekend, pressured by growing bets that the Fed will raise interest rates at its meeting later this month, as well as a renewed flare in the US-Iran conflict that has boosted bond yields and added to inflation worries. CME FedWatch odds for a September rate hike surged past 66% following Fed Chair Kevin Warsh's hawkish Jackson Hole address, a dramatic reversal from the 35% probability priced just weeks earlier.

ETF Flows Flash Hot and Cold as Strategy Doubles Down

Spot Bitcoin ETFs pulled in $3.52 billion in August, their best month of 2026, while the Bitcoin price gained about 25%, though roughly 80% of those inflows landed in the two weeks following the US Treasury's August 19 bond buyback announcement. The tide shifted quickly: those same ETFs saw $236.46 million in net outflows on September 1, per SoSo Value, the largest single-day withdrawal since July 31. Glassnode analyst Frederik Theissen describes the market as rangebound, noting that sentiment has cooled from euphoria to neutral and flagging rising bond yields as the main headwind going forward.

Institutional conviction has not evaporated entirely. Strategy recently returned to the market after a two-month break, purchasing 4,603 BTC for $370 million at an average price of $80,318, bringing its total holdings to 845,050 BTC and reinforcing the institutional backdrop surrounding the broader crypto rebound. Meanwhile, traditional regulated banks are pushing to introduce their own stablecoins as a more compliant alternative to Tether and Circle, adding another structural shift to an already crowded September agenda. The next major market test arrives September 11 with the release of August's consumer price index, which could either revive rate-hike fears or bolster the case for the Fed to hold steady at its September 15-16 meeting.
