Bitcoin Tops $80K as ETF Inflows and SEC Crypto Rules Reshape Markets

Bitcoin surged above $80,000 for the first time since mid-May, driven by a wave of short liquidations and renewed institutional buying. The rally came amid a confluence of bullish signals that forced the liquidation of billions in leveraged bets, and the original cryptocurrency rose as much as 2.9% to $81,257 on Tuesday before pulling back to trade around $79,300. Analysts caution that the move may still be fragile, noting that the token remains well below its peak of about $126,000 reached in October.

The rally has brought together several catalysts, including renewed buying through U.S. spot Bitcoin ETFs, a large wave of short-position liquidations, and a shift in market sentiment following the U.S. Treasury's decision to expand its long-term bond buyback program. More than $4.3 billion in short positions were liquidated during the recent rally. The Fear and Greed Index reflected the mood swing, standing at 74 and signaling Greed, rising sharply from last week's reading of 41, which had reflected Fear.

ETF Inflows Hit 10-Month High as Institutions Return

Bitcoin's rebound gathered momentum with the strongest weekly inflows into U.S. spot ETFs in 10 months, as the 13 U.S.-listed funds drew in a net $1.92 billion, the most since early October last year, according to data compiled by Bloomberg. The funds also posted their biggest single day of inflows in over three months, pulling in $606.3 million on Aug. 20. Spot Bitcoin funds then took in an additional $337.56 million on Aug. 24, extending an unbroken run of inflows that has now put real money behind a rally that started with a short squeeze.

On the regulatory front, the SEC proposed sweeping new rules that could fundamentally change how crypto assets are offered to investors in the United States. The proposal would create the first tailored offering regime for certain investment contracts involving crypto assets, marking a long-awaited acknowledgment that the SEC's existing disclosure regime, designed for traditional securities, is ill-suited for crypto asset offerings.

The proposal is the centerpiece of SEC Chairman Paul Atkins' Project Crypto initiative and represents the most significant SEC rulemaking in the digital asset space to date. Separately, the broader legislative push for a comprehensive framework faces delays, as the Senate delayed a floor vote ahead of the August 2026 recess due to partisan disagreements over ethics rules and banking opposition, scheduling a procedural vote for September 15, 2026.
